The Demise of the 28-Point Peace Initiative for Ukraine: Why Peace Negotiations Continue to Stumble
Europe felt a moment of respite on Monday, as the tension triggered by the introduction of a new comprehensive peace framework for achieving ceasefire appeared β temporarily β to have been stabilised. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its response: a renewed assault of rocket attacks on Kyiv.
The Pattern of Diplomacy and Destruction
The succession of opposing developments captured the harsh reality of the current period. By day, political struggles are conducted: hopeful statements are issued from different nations. Immense energy is expended on containing particular approaches. By night, Russian leadership brutally reminds the world that, for them, conflict continues to be the key method for achieving "peace".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's exposure was exposed. Ukraine is able to track rocket firings from Russian territory, a capability enabled by current data. From witness perspectives, Ukrainian air force fighter jets that had been scrambled to engage hostile cruise missiles flew past β advanced fighter aircraft delivered to Ukraine by NATO members.
Shortly after, Kyiv's air-defence systems activated: defensive missiles deployed against a Russian ballistic missile. This was a sophisticated defense system at work, probably provided by partner states. Every deployment shakes the surroundings, causing tremors. The moment of terror quickly becomes resigned acknowledgment: maybe the hostile projectile won't hit its mark this time, sparing the city from ruin and further power outages.
Ongoing Risks
Following this, a heavy machine gun opened up on a drone close by, part of a mobile-fire group β almost certainly imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft β it maintained course toward its objective.
Intermittently, this persisted until dawn. Kyiv awoke to the early updates: several casualties, damage and utility failures in numerous residences as a result of the evening attack. As typically, everyone still maintained normal activities β enduring hostilities. But those 24 hours encapsulated Ukraine's vital need on external assistance β a reliance that neighboring countries are demonstrably unable to substitute in the near term.
Unsuccessful Negotiations
The 28-point plan from American leadership generated strong feelings, debate and deep concern β and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have seen this script before, after prior negotiation attempts and multilateral gatherings.
Every new proposal from American administration adheres to the consistent cycle: a negotiation push against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This trend will, undoubtedly, continue.
Political Considerations
It is convenient to criticize certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a assumption understood by experienced diplomats: you cannot win at the negotiating table what you have lost on the battlefield. The American government presumes that it is unrealistic to pressure the Kremlin to surrender the areas that it presently holds in Ukraine's south or east.
The problem is that while acknowledging this situation, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the situation will not shift further in its benefit in the near future.
Opposing Positions
Therefore, Moscow is confident that time is on his side β that Ukraine and its supporters are coming close to fatigue. Their motivation to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be many attempts to achieve ceasefire, but they will continue as long as Russia's leadership remains highly assured in the outcome.
On the contrary, Kyiv believes that Ukraine can still hold out, slowly losing lives and land but preventing a entire defensive failure until conditions improve in its benefit.
Present Conditions
Objectively, there are no real preconditions for a truce. Now, individual motivations are coming into play: leadership ambitions to negotiate peace and secure international recognition, and Ukrainian leadership's twin challenges β on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the national cause against any proposal Kyiv finds unsuitable, so that their attention does not move to internal issues. And although their objective will now be considerably more difficult after current events, it remains very improbable that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Assessment and Future
It took a just a single week to terminate the suggested clauses of the most recent proposal. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all achieved their purpose.
While new plans based on old ideas are forthcoming, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist political attacks from Washington that are based on Russian demands and demonstrate certain reluctance to change the course of events, if they remain united and improve their protective measures at a much faster pace. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, primarily depend on continued Western support.
